Here are steps to disable overclocking on Windows based PC:
• In windows search, look for “Settings”
• Click on “System”
• Tap on “Power & sleep” from the left hand panel
• Click on “Additional power settings” under Related settings
• Click on “Change plan settings”
• Choose “Change advanced power settings”
• In another windows, expand “Processor power management”
• Minimum power management should be 99%
• Maximum power management should be 99%
• Click on Apply and OK
