MUGEN: Rugal KOF '94 Form 1
For the lulz and because it was super easy, I edited David Demianoff's '94 Rugal to be in his first form. In this mode he has no command moves, no throws, no special moves, and no DMs. For the sake of sport, he can charge, use body blows, and use guard counter even though the real thing can't.
This version was also edited to charge on C+Z because A+Y is impossible to hit on a 6-button controller and no one plays MUGEN with a fucking Neo Geo stick.
